When it will be finished, I could not say. So yes, System Shock 3 is still being made, of that I am confident. Furthermore, Warren Spector (who is the lead developer on SS3) commented back in June on this podcast that he was still working at Otherside, which I presume to mean he is still working on System Shock 3. Some people will claim that Tencent is now developing the game, but I take that more to mean they will be publishing.
That was the last official statement anyone has heard about the game. We are happy to announce that Tencent will be taking the SystemShock franchise forward. However, after a while Otherside put out this statement on May 20, 2020:
There was some financial troubles for a while, and it did seem like they had closed their doors, as there were pictures of the studio looking abandoned for a while. Initially they had a publishing agreement with Starbreeze, but there was a bit of turmoil when Starbreeze went bankrupt and Otherside had to give the money back. With regard to System Shock 3, yes, it is still happening.
